A comment is kept ONLY when it is load-bearing — a build/compiler directive whose removal breaks compilation, an executable shebang, a runtime-semantic pragma whose removal changes behavior, or a test-runner per-file environment pragma that has no config equivalent. Doc comments (/**, ///, //!), lint/type suppressions (eslint-disable, @ts-, nolint on non-Go, noqa, pylint), and editor hints are NOT directives — they are stripped like any comment (zero tolerance). Go keeps //nolint and the generated-file marker to stay identical to the go-governance nocomments gate, the single Go authority. License/copyright/SPDX headers are preserved across every language by content match in comment-clean.ts (LICENSE_MARKERS), not per row. A grammar absent here strips every non-license comment.",
